About the Project

WinnDevelopment and the Marblehead Housing Authority (MHA) are in the early stages of gathering the information and feedback they need to determine the best path forward for the Broughton Road redevelopment.

 

These efforts include architectural, engineering, structural and other assessments of the current buildings and the site. Input from current residents and the public will be important to make sure the redeveloped property meets the needs of residents and is considered an asset to the greater community.

 

 It is expected that some of the current duplexes will be demolished, and that a new building will be built, but it will be some time before proposed plans are available for review and discussion.

 

In its partnership with WinnDevelopment, the MHA has established specific goals regarding the redeveloped property:

  • The developer must foster the involvement of residents, neighbors and the greater community in planning the project and keep all stakeholders informed of progress.

  • The number of public housing units - 62 two and three-bedroom units - must be maintained.

  • If any unit is demolished, it must be built back.

  • Current residents in Good Standing will have the right to return to the redeveloped property.

  • The redeveloped community should benefit from a strong services component for residents, including families and disabled residents.

  • The developer must plan and execute a strategy for outreach and recruitment of diverse business enterprises, including Minority-Owned and Women-Owned Business Enterprises (M/WBE) for design and construction.

  • The proposed architecture should reflect the local design vernacular and align with the design standards and scale of the surrounding community.

  • The design of the redeveloped property should minimize regular maintenance costs, extend the useful life of the housing, improve operational efficiency and cost-effectiveness, achieve energy efficiency and climate resiliency.

  • Current residents in good standing will have the Right to Return to the redeveloped property.

 

WinnDevelopment’s demonstrated experience and capacity with public housing, the renovation of existing housing, and new housing construction will play a critical role in the success of the project.

 

The company has planned and executed dozens of property rehabilitations in the past decade, working directly with residents and other stakeholders. At the same time, it has partnered with municipal and state officials, members of the public and private funders to plan, finance and/or build brand new apartment communities in Swampscott, Shrewsbury, Lowell, Braintree, Salem and Hyannis.

This rendering from WinnDevelopment's RFP response offers a conceptual site plan for the redeveloped Broughton Road community. A final proposed site plan is still being designed and has not been put forward at this time.

Examples of Recent WinnDevelopment Projects

The Westcott, a transit-oriented, mixed-income community, recently opened in Swampscott.

Construction on Harbor Vue, a mixed-income community in Hyannis, is expected to begin in 2026.
